Call for proposals from non-profit organizations – Intercultural inclusion and rapprochement

The purpose of this call for proposals is to identify the conditions for granting subsidies for the implementation of structuring actions designed to give concrete form to the vision underpinning the policy Together, We are Québec: Québec Policy on Immigration, Participation, and Inclusion.

With this call for proposals, the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) wishes to support the initiatives of non-profit organizations. The projects retained must contribute to efforts towards intercultural inclusion and rapprochement. It is recommended that the projects take into consideration the different contexts of certain categories of the population, in particular, youth, the elderly and women.


The objectives of the call for proposals for intercultural inclusion and rapprochement are to:

  • promote intercultural rapprochement that will enable Quebecers of diverse origins to get to know each other and mutually recognize one another, and participate together in projects that contribute to harmonious intercultural relations.
  • encourage interfaith dialogue, a key component of harmonious intercultural relations.
  • raise public awareness of the issues surrounding living together in a context of ethnocultural diversity in order to contribute to constructive dialogue and consolidate ties of trust and solidarity among people of diverse origins.
  • prevent discrimination and prejudice in order to remove obstacles to the full participation of immigrants and ethnocultural minorities.

Eligible organizations

  • Legally constituted non-profit organization (NPO) whose objectives, as specified in its charter, are compatible with the objectives of the Programme Mobilisation-Diversité;
  • Cooperative that does not pay dividends and does not pay interest on its members’ shares.


Eligible proposals

Proposals submitted must meet the objectives of this call for proposals as well as the objectives of the Programme Mobilisation-Diversité. MIFI will consider the complementarity of proposals with other projects already receiving support under its programs.

On the territories of the City of Montréal and Québec City, only projects with a regional or national scope will be considered: both of these municipalities already support local projects as part of special agreements concluded by MIFI with these two cities. In the other regions, projects of regional or national scope will be prioritized, but local projects could also be considered.

Duration of agreements

  • 12 to 36 months


  • The annual maximum amount of the subsidy is $250,000.
