Programme d’aide à la reconnaissance des compétences (PARC) — Skill recognition assistance program (SRAP)

This program offers financial assistance in order to develop projects that help immigrants obtain recognition of the skills they acquired abroad, so that they can quickly and successfully contribute to Québec’s economic prosperity in jobs that match their skills. The program’s objective is to help immigrants integrate into Québec through jobs that match their education by means of new approaches to recognizing the skills they acquired abroad.

The program is intended for immigrants who have acquired skills abroad and who must obtain legal authorization in order to practise their profession or trade within a professional order or an organization that controls access to this profession or trade.

The program supports projects that allow immigrants to acquire missing skills, such as the development of refresher courses that speed up the integration of immigrants into the Québec labour market.

Eligible organizations

  • Organizations that control access to a profession or trade and that are constituted in accordance with a Québec law or regulation
  • Organizations that control access to an industry, including regulated professions and trades, and that are constituted in accordance with a Québec law or regulation 
  • Non-profit or cooperative organizations whose charter objectives are compatible with the overall objective of the Program
  • Private and public educational institutions, for projects that cannot be funded by either the Ministère de l'Éducation or the Ministère de l'Enseignement Supérieur

Types admissible projects

  • Development of refresher training for immigrants or people abroad.
  • Development of online training courses that address specific learning requirements for the recognition of foreign qualifications.
  • Development of training or self-training guides or other tools to assist in the recognition of qualifications or to prepare for a mandatory review by a professional association or other regulatory body
  • Development of tools to assess training and work experience, including self-assessment questionnaires, structured interviews, assessment exams and skills validation internships

Grants

  • Most of the direct project costs can be covered by the grant. However, the organization must contribute financially to the project.
  • A budget of $5,870,000 has been allocated for 2021-2022.

Maximum duration of agreements

3 years. However, the third year should be devoted solely to the monitoring and evaluation of the tools developed during the project.

Submission of applications for financial assistance

Applications for financial assistance will be accepted between April 1, 2021 and January 31, 2022.
