Immigration rules and procedures

The rules governing the intake and processing of permanent selection applications pertain to applications submitted by economic immigration candidates and the undertaking applications submitted under the Program for Refugees Abroad (Collective Sponsorship).

Note that under the Québec Immigration Act, a permanent immigration pilot program allows for the selection of up to 550 principal applicants per year. Moreover, in 2021, the Ministère will receive a maximum of 600 applications for each pilot program in order to maximize the number of applications accepted.

* If you have advanced intermediate knowledge of French, that is, level 7 or 8 of the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent, you can submit an application in Stream 1 of the Entrepreneur Program and the Self-Employed Worker Program at any time between November 1, 2020 and October 31, 2021. Your application is not subject to the rule on the maximum number of applications that will be received or the application intake period.

Workers

If you wish to immigrate to Québec under the Regular Skilled Worker Program (RSWP), you can submit an expression of interest through Arrima. Only foreign nationals who have been invited by the minister can submit an application for permanent selection. Candidates who want to submit an application under the Temporary Foreign Worker category of the Programme de l’expérience québéboise (PEQ - Québec experience program) may do so at any time by following the instructions related to the PEQ.

Candidates who want to submit an application under the Québec Graduate stream of the Programme de l’expérience québéboise (PEQ - Québec experience program) may do so at any time by following the instructions related to the PEQ.

Permanent immigration pilot programs

If you would like to immigrate to Québec under one of the three permanent immigration pilot programs, you must submit your application on the Arrima platform of as the beginning of the application intake period.

  • Permanent immigration pilot program for food processing workers – Comes into effect on March 24, 2021
    This pilot program allows you to settle in Québec permanently if you are a temporary foreign worker in the food processing sector. For more information, consult the program description and the selection conditions.
  • Permanent immigration pilot program for orderlies – Comes into effect on March 31, 2021
    This pilot program allows you to settle in Québec permanently if you are a temporary foreign worker who is working as an orderly in Québec. For more information, consult the program description and the selection conditions.
  • Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors – Comes into effect on April 22, 2021
    This pilot program allows you to settle in Québec permanently if you are a temporary foreign worker or a Québec graduate. For more information, consult the program description and the selection conditions.

Investors

The intake of permanent selection applications under the Investor Program has been suspended from November 1, 2019 to April 1, 2023 in order to allow time for the program to be reviewed.

Entrepreneurs

The maximum number of permanent selection applications that will be accepted under the Entrepreneur Program is 25 for the period from November 1, 2020 to September 30, 2021, in Stream 1 of the program only. The intake of permanent selection applications in Stream 2 of the program has been suspended until November 1, 2021. Applications exceeding this number will be returned to the candidates.

Entrepreneur candidates who submit a permanent selection application in Stream 1 of the program and who demonstrate advanced intermediate knowledge of French, that is, level 7 or 8 of the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent are not subject to the rule on the maximum number of applications and can submit their application at any time between November 1, 2020 and October 31, 2021.

Documents accepted by the minister to prove the declared level of French on permanent selection application forms are indicated on the list of supporting documents to be submitted with the permanent selection application as an entrepreneur.

Applications must be sent by courier, to Direction de l'enregistrement et de l'évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person or sent by regular mail will not be accepted. The envelope in which the application is sent must indicate the program under which the application is submitted.

Self-employed workers

The maximum number of permanent selection applications that will be accepted under the Self-Employed Worker Program is 50 for the period from November 1, 2020 to September 30, 2021. The maximum number of applications that can be received was attained on April 28, 2021. Any applications submitted after this date will be returned to the applicant.

However, candidates who are self-employed workers and who submit a permanent selection application and demonstrate advanced intermediate knowledge of French, that is, level 7 or 8 of the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent are not subject to the rule on the maximum number of applications and can submit their application at any time between November 1, 2020 and October 31, 2021.

Program for Refugees Abroad (Collective sponsorship)

The maximum number of undertaking applications accepted for processing under the Program for Refugees Abroad (Collective sponsorship) is set at 750 applications for the reception period.

The intake of undertaking applications for sponsors has been suspended until November 1, 2021, for the categories and subcategories of the following subcategories of legal persons:

  • experienced organizations sponsoring only individuals who settled outside the Montréal Metropolitan Community
  • other experienced organizations
  • regular organizations sponsoring only individuals who had to settle outside the Montréal Metropolitan Community
  • other regular organizations

Groups of 2 to 5 natural persons can send an application from April 6, 2021 at 10:00 am to May 5, 2021 at 11:59 pm (EDT). Among the admissible undertaking applications submitted, the minister will receive a maximum of 750 applications, randomly drawn under the supervision of an outside auditor and in the presence of witnesses.

Each group of 2 to 5 natural persons can send a maximum of 2 applications. Moreover, a person cannot be part of more than one group of 2 to 5 natural persons sending an application.

All undertaking applications must be submitted electronically via the Arrima platform, with one application per submission.

The Ministère has set up a two-step process for transmitting undertaking applications with two undertaking forms and the required documents.
