Effective date of the Special Program for Asylum Seekers during the COVID-19 Period

The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) announced the adoption of the Special program for asylum seekers during the COVID-19 period (SPASCP). As of December 14, 2020, asylum seekers who provided direct care to the population during the first wave of the COVID-19 pandemic will be able to submit an application for permanent residence.

To be selected under the SPASCP, applicants must have acquired at least 750 hours of work experience in Canada in one of the eligible occupations no later than August 31, 2021, of which at least 120 work hours were performed between March 13 and August 14, 2020.

To submit an application under the SPASCP, asylum seekers must first submit an application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC). Once the IRCC has confirmed their eligibility under the temporary public policy, Québec will verify that they meet the selection conditions for the Special program for asylum seekers during the COVID-19 period and, if so, will issue them a Certificat de sélection du Québec (CSQ – Québec selection certificate).

Applications for permanent residence can then be processed by the IRCC.

The IRCC will be accepting applications until August 31, 2021.
