The Ministère will carry out invitation exercises on a regular basis, according to labour market needs and the integration potential of immigrants.
To do so, the Ministère may, in particular, rank individuals who have submitted an expression of interest to the minister based on weighted criteria and according to a scoring system determined by ministerial order published in the Gazette officielle du Québec (in French only).
These invitations allow persons invited to submit an application for permanent selection in order to obtain a Certificat de sélection du Québec (CSQ - Québec Selection Certificate) within a period of 6 months. The 6-month period begins on the date when all the information required to process your application (forms and documents) has been received and added to your file. These persons can then submit an application for permanent residence to the Government of Canada.
The Ministère frequently carries out invitation exercises. You may be invited to submit an application for permanent selection at any time; that is why it is important to regularly update your expression of interest.
Under section 45 of the Québec Immigration Act (CQLR, chapter I-0.2.1), the Minister must make public his or her decision, made on the basis of invitation criteria, to invite persons to submit an application for selection.

Since January 1, 2022, in addition to the invitations indicated in the above table, the Minister of Immigration, Francization and Integration also invited some persons to submit an application for permanent selection, in accordance with section 26 of the Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3) and section 47 of the Québec Immigration Act (CQLR, chapter I-0.2.1). Under the provisions of the Statistics Act, the number of these persons cannot be disclosed because it is less than 5.

Previous invitations
