Program for Refugees Abroad (Collective sponsorship)

June 16, 2021 - The submission of applications under the Program for Refugees Abroad (Collective sponsorship) has now ended. You can no longer submit your application. Over 750 applications admissible for the random draw were submitted to the Ministère during the submission period from April 6 to May 5, 2021.

The random draw has been held on June 9, 2021. The spokespersons for all of the groups whose application was randomly drawn received a message to this effect via their Arrima account. The Ministère only contacted the spokespersons for the groups whose application was randomly drawn. If, on June 17, 2021, the spokesperson for your group has not received a message via their Arrima account, it means that your group's application was not randomly drawn.


The Program for Refugees Abroad (Collective sponsorship) allows groups of 2 to 5 natural persons or non-profit organizations to submit an undertaking application for the benefit of refugees. Those refugees must be recognized abroad by the federal government in one of the following categories: refugee within the meaning of the Geneva Convention or person from a host country.

For the 2020-2021 submission period for undertaking applications, for which the first step took place between April 6 and May 5, 2021, inclusively, the maximum number of 750 admissible applications to be received is entirely devoted to applications from groups of 2 to 5 natural persons. The intake of undertaking applications for categories and subcategories of legal persons is suspended until November 1, 2021.

Each member of the group of 2 to 5 natural persons must comply with all the conditions of the Program for Refugees Abroad (Collective sponsorship).

How does it work?

The period for submitting applications under the Program for Refugees Abroad (Collective sponsorship) was held from April 6 to May 5, 2021, and is now over. You can no longer submit your application. The information presented in this step is for your information only.

Step 1 - To submit your application:

1. Designate a spokesperson from your group

2. Complete the form: Étape 1 de la demande d'engagement A-0546-BF (in French only)

3. Prepare your documents

4. Create an account on the Arrima platform

5. Submit your undertaking application on the Arrima platform

Step 2 - Random draw and submission of undertaking applications:

More than 750 admissible undertaking applications were submitted to the Ministère between April 6 and May 5, 2021. A random draw under the supervision of an external auditor and in the presence of witnesses will be held on June 9, 2021. Among these applications, the Ministère will receive a maximum of 750.

Applications that are not submitted in accordance with Step 1 will not be admissible and will be excluded from the draw.

If an application submitted by your Group in Step 1 is randomly drawn by the Ministère, you will receive a message in your Arrima account explaining the following steps in the process and indicating when you can submit your undertaking application.

To submit your undertaking application, you must complete the Step 2 undertaking application A-0546-KF form (in French only), include all of the required documents, and submit it on the Arrima platform. The link to download this form will be sent to you in your Arrima account.

Relevant information

  • Arrima is free. It is not necessary to retain the services of a paid individual to submit an application. If you choose to be represented by a paid individual, make sure that they are one of the representatives authorized by the Ministère.
  • Any electronic communication sent by the Ministère as part of your undertaking application will be made via your Arrima account. You will receive an email notifying you that a communication has been deposited in the message centre of your Arrima account.
