General questions

What is Arrima?

Arrima is the portal dedicated to the Expression of Interest System (EIS). It is open to anyone 18 years of age and over who wants to immigrate to Québec under the Regular Skilled Worker Program.

Who is the Arrima portal addressed to?

The Arrima portal is addressed to persons who want to immigrate to Québec under the Regular Skilled Worker Program and their representatives. In fact, the Arrima portal contains two sections: a space for foreign nationals that allows a person who wants to immigrate to Québec to fill out, file and update their expression of interest, and a space for representatives that allows mandated representatives to carry out the same activities for their client.

Who can represent me?

  • A lawyer who is a member of the Barreau du Québec (Québec Bar Association)
  • A notary who is a member of the Chambre des notaires du Québec (Board of Notaries)
  • A person who has special authorization issued by the Barreau du Québec or the Chambre des notaires du Québec
  • An immigration consultant registered with the Registre québécois des consultants en immigration
  • An unpaid representative, that is, a natural person who does not receive any remuneration (for example: a family member, friend, representative of a non-profit organization or a Québec educational institution, etc.)

Do you have to pay to use the Arrima portal?

Use of the Arrima portal is entirely free.

What are the steps to create an account in the Arrima portal?

There are two steps to subscribing to the Arrima portal:

  1. You must first have your e-mail address validated, choose a password and confirm your registration in the secure authentication system.
  2. You must then approve the Terms of Use of the Arrima account, fill out the sections Identity and Contact Information, and receive confirmation that your account has been created.


Question pertaining to the expression of interest

How do I fill out my expression of interest?

Log into your Arrima account and click on New File. The expression of interest form appears in several sections. You can start filling out a section, save it and resume the activity later. A summary allows you to view the information you entered.

You will need certain documents to complete the EI form (e.g., diploma, language tests results, etc.). You should also make sure that you have all your required documents on hand and that they are up-to-date in case you are invited to submit a permanent selection application, since that is the stage when these documents must be submitted.

How much time do I have to file my expression of interest?

Starting from the date the expression of interest was created, you have 90 days to complete and file it. After this deadline, your expression of interest form – whether it is filled out completely or not – will be deleted.

For how long is a filed expression of interest valid?

Once your expression of interest is filed, it will be valid for one year. It will become invalid after that time period.

What happens after I file my expression of interest?

There are two possibilities:

  • You will receive an invitation to submit an application for permanent selection.
  • You will not receive an invitation. In this case, after the one-year period, your expression of interest will be invalid. It will then be possible to file a new expression of interest.

If I am invited, how much time do I have to submit an application for permanent selection?

You have 60 days.

What happens if my expression of interest is no longer valid after one year?

You can file a new one.

Can I update my information after having filed my expression of interest?

Yes, it is possible to update your expression of interest during its entire validity period. In addition, you have to update your profile if, for example, there is a change in your family situation (marriage, divorce, new child, etc.). Furthermore, you can enrich your profile to increase your chances of being invited (e.g.: language tests). It is your responsibility to ensure that your profile is always up-to-date.

Please note that from the moment you are invited to submit an application for permanent selection, your profile can no longer be updated.

Must I provide documents?

You do not need to send documents when submitting your EI.

Can I have two expressions of interest simultaneously?

It is not possible to fill out or file more than one expression of interest at the same time.

Can I file an expression of interest if I already have a pending Application for a Selection Certificate?

Yes, you can fill out an expression of interest if you have already submitted, before August 2, 2018, an Application for a Selection Certificate. If, following submission of your expression of interest, you are invited to submit an application for permanent selection and you accept the invitation, given that you are not authorized to submit two applications at the same time, you must withdraw your previous Application for a Selection Certificate before submitting a new one.

Note that if you have already filed an Application for a Selection Certificate, you must reply “Yes” to the question “Do you already have a file with the Ministère de l’Immigration, de la Francisation et de l’Intégration?” and provide your individual reference number. If you already have a file with Immigration, Refuges and Citizenship Canada (IRCC), also provide your identification number.

Can my spouse fill out his/her own expression of interest?

All persons 18 years of age and over who want to immigrate to Québec under the Regular Skilled Worker Program can fill out an expression of interest. Your spouse can therefore fill out his/her own expression of interest, but you must state it on your form. If your spouse does not fill out his/her own expression of interest, you must declare certain information about him/her on your expression of interest form.

Can my child under the age of 18 fill out his/her own expression of interest?

A child under the age of 18 cannot fill out his/her own expression of interest. You must include your child on your expression of interest form in the Family Situation section.

Can I revoke a representation mandate?

Yes, you can do so at any time. You must then remove the existing representation link in the Arrima portal by clicking on Cancel the representation mandate. If you then want to change the representative, you can accept a new request for a representation mandate proposed by another representative.

Can I withdraw my expression of interest?

The Arrima portal allows you to withdraw an expression of interest at any time. Note that by withdrawing your expression of interest, the representation mandate possibly linked to your Arrima account is automatically cancelled.

Are there a maximum number of expressions of interest that can be filed over a given period of time?

There are no restrictions on the number of expressions of interest that can be filed over a given period. It is always possible to create a new expression of interest after having withdrawn the previous one.

Will my Arrima account also be deleted in its entirety if an expression of interest is withdrawn?

The Arrima account will not be deleted if an expression of interest is withdrawn. You will always have the option of creating and filing a new expression of interest from that same account at a later date.



Questions concerning invitations

What are the invitation criteria?

Invitations are established based on the criteria that define the employability profile of the person who wants to immigrate to Québec, and, if appropriate, his/her spouse or de facto spouse. In addition to general criteria such as age, French proficiency, level of education, area of training, work experience, etc., certain invitations are established based on specific criteria, such as having a job offer validated by the Ministère.

Detailed invitation criteria are published by ministerial order in the Gazette officielle du Québec.

How often will the invitations be sent out and how many persons will be invited per year?

Invitations can be sent out at any time and several factors can influence their frequency, especially Québec’s labour force needs. However, the Ministère will disseminate information regarding the number of persons invited on a regular basis. Consult the Invitations section.

Where can I consult the results of the invitations?

Once I receive my invitation, what should I do to accept and file an application for permanent selection?

When the persons invited in Arrima will receive their invitation, they will receive the procedures to follow to submit an application for selection. They will have 60 days from the date of their invitation to do so.

The persons invited must submit documentary proof to support all the information declared, including regarding the education (diplomas) and language skills (language tests) of the applicant and, if applicable, of their spouse.

The application for permanent selection must also include payment of the required fees.

Note that persons invited who had already submitted an application before August 2, 2018 and who had already provided supporting documents will not be required to submit them again. These persons will not have to pay the required fees again when submitting an application, unless they are adding a family member who was not already included in their previous application.

Must I submit my supporting documents when I receive the invitation?

You will be asked for the documents supporting your application at the stage when your application is to be reviewed. We will communicate with you at that time.

Can I decline an invitation? What should I do?

Yes, an invitation can be declined. To decline the invitation, you must click on the appropriate button in your expression of interest.

If yes, will there be any consequences?

When you decline an invitation, your expression of interest is returned in the bank for the remaining period of validity of your expression of interest.

Note that, in the case of a specific invitation that affects a person who had already submitted an application for a selection certificate before August 2, 2018, this person cannot be invited again by the Minister under specific invitations when he or she declines the invitation, in accordance with section 29 of Bill no. 9 (2019, chapter 11), the Act to increase Québec’s socio-economic prosperity and adequately meet labour market needs through successful immigrant integration. This person will then be entitled to reimbursement of the required fees paid for his or her previous application.

How can I improve my chances of being invited to submit an application for permanent selection?

The persons who will have the highest chances of being invited are those whose characteristics match the profiles that best meet Québec’s labour market needs, such as, for example, persons who have an offer of employment validated by a Québec employer, particularly in regions, persons who have training in a field that is in demand in Québec, or persons who are already employed in Québec



Technical questions

Can the expression of interest form be filled out on a tablet or smartphone?

It is possible to fill out an expression of interest from a computer or tablet. However, smartphones are not fully supported and not recommended to fill out an expression of interest.

What are the supported browsers and operating systems?

To access Arrima, we recommend that you use a computer or tablet with the following browsers:

  • Mozilla Firefox (version 60 and later)
  • Google Chrome (version 68 and later)
  • Safari (version 11.2 and later)

We also recommend that you use one of the following operating systems:

  • Windows (version 8.1 and later)
  • Mac OS (version 10.2.4 and later)
  • iOS (version 11 and later)

What is the maximum period of inactivity per session?

As a security measure, your session in Arrima is interrupted after 60 minutes of inactivity.

I forgot my identification e-mail address. What should I do?

You have to create a new profile.

I forgot my password. What should I do?

You can reset your password with your identification e-mail address by clicking on “Vous avez oublié votre mot de passe?” in the authentication page. You will receive a verification code by e-mail and you will be able to create a new password.
