Conditions and procedure

Conditions to satisfy as a temporary worker

Important:
Since November 1, 2019, Québec graduates can submit an application for permanent selection under the Programme de l’expérience québécoise (PEQ – Québec experience program). Temporary foreign workers can continue submitting an application.

Effective November 14, 2019, the selection conditions of the PEQ which had prevailed before November 1, 2019 are re-established. Consult the news.

Effective January 1, 2020, a new selection condition regarding the learning of democratic values and the Québec values expressed by the Charter of human rights and freedoms applies to all new permanent selection applications submmitted under one of the economic immigration programs. For more details, see the page about the attestation of learning about democratic values and the Québec values.

You must meet all the conditions of the Programme de l’expérience québécoise when you submit your application for permanent selection:

  • Intend to settle in Québec to take up employment;
  • Have stayed temporarily in Québec for the main purpose of working there and have respected the conditions of your stay;
  • Be legally in Québec as a temporary foreign worker or as part of a youth exchange program (for example, through a Working Holiday, Young Professionals or International Co-op Internship permit);
  • Have been employed full-time for at least 12 of the 24 months preceding the submission of your application and still hold that same job at the time of your application;
  • Demonstrate the knowledge of spoken French at the intermediate or advanced level;
  • Commit to providing for your essential needs and, if applicable, those of your spouse or common-law partner and dependent children included in your Québec Certificate of Selection application, for at least three months;
  • Be at least 18 years old and hold a valid passport.
  • Obtain, by the prescribed deadline, an attestation of learning about democratic values and the Québec values. The members of your family accompanying you (your spouse of 16 years of age or older and your dependent children of 18 years of age or older) must also obtain the attestation.

If you hold an eligible Québec diploma, you can also apply to the Programme de l’expérience québécoise – Québec Graduates, if the selection conditions are more advantageous for you.
