Applying for permanent selection

If you wish to settle in Québec permanently and you are a foreign student, Québec graduate or skilled temporary foreign worker employed in Québec, you can apply for a Certificat de sélection du Québec (CSQ – Québec selection certificate) in the skilled worker class. Note that you must be 18 years of age or older and intend to settle in Québec with the goal of being gainfully employed.

Programme de l’expérience québécoise (PEQ – Québec experience program) (simplified process)

PEQ – Québec graduate
This program applies to you if you have obtained an eligible Québec diploma and you have an advanced intermediate knowledge of oral French.

PEQ – Skilled temporary foreign worker
This program applies to you if you currently hold a job, if you have held a job in Québec for at least 12 of the last 24 months, and if you have an advanced intermediate knowledge of oral French. The job experience acquired under a youth exchange program can be taken into account.

 

If you are not eligible for the PEQ, find out if you can apply under the Regular Skilled Worker Program. Applications submitted in Québec under this program receive priority processing.

 

Regular selection program for skilled workers

This program assesses your socio-occupational characteristics based on ten factors and also takes into account the characteristics of your spouse or de facto spouse included in your application

Foreign student in Québec
The regular program applies to you if you are pursuing or have successfully completed a study program in Québec.

Temporary foreign worker
The regular program applies to you if you were legally admitted to Québec as a temporary worker for one or more consecutive periods totalling at least one year.

Youth exchange program
The regular program applies to you if you were legally admitted to Québec as a participant in a youth exchange program (for example, through a Working Holiday, Young Professionals or International Co-op Internship permit) for one period or consecutive periods totalling at least one year and you occupied a full-time job at the time of submission of your application for a CSQ.
