Applying for permanent selection


As of January 26, 2021, candidates for the Programme de l’expérience québécoise (PEQ – Québec experience program) must submit an application for permanent selection, transmit the supporting documents for their application and make the payment of the required fees in Arrima. Paper applications are accepted by the Ministère until January 25, 2021.

As of July 22, 2020, new selection conditions apply to foreign nationals who submit an application under the PEQ. One of the new selection conditions pertains to the spouse or de facto spouse included in the principal applicant’s application. Transitional measures are also planned.


If you wish to settle in Québec permanently and you are a Québec graduate or skilled temporary foreign worker employed in Québec, you can apply for permanent selection under the Programme de l'expérience québécoise (PEQ - Québec experience program). Note that you must be 18 years of age or older and intend to settle in Québec with the goal of being gainfully employed.

Programme de l’expérience québécoise (PEQ – Québec experience program) - Simplified process

PEQ – Québec Graduate
This program applies to you if you have obtained an eligible Québec diploma, you are currently employed full time in Québec, you have at least 12 months or 18 months of full-time work experience, depending on the diploma you obtained, and you have an advanced intermediate knowledge of spoken French (oral comprehension and oral production) at a level equal to or higher than 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

PEQ – Temporary Skilled Worker
This program applies to you if you currently hold a full-time job at level 0, A or B under the National Occupational Classification (NOC), if you have held a job in Québec for at least 24 of the last 36 months preceding the submission of the application and if you demonstrate knowledge of spoken French (oral comprehension and oral production) at a level equal to or higher than 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

Professional experience acquired under a youth exchange program can be taken into account.
