Applying for temporary selection for studies

Since January 26, 2021, candidates for the Foreign Student Program must submit an application for temporary selection for studies, including the payment of the required fees, via the online application for temporary selection for studies. Their documents required as proof must be submitted electronically in Arrima. Paper applications are accepted by the Ministère until January 25, 2021.

Foreign students wishing to study in Québec in a training program of a duration of more than 6 months must be admitted to or enrolled in a designated learning institution, that is, an institution recognized by the Ministère de l'Éducation et de l'Enseignement supérieur or another Québec government ministry, in order to submit an application for temporary selection for studies and a study permit from the federal government.

Before submitting your application, Consult the Designated learning institutions list.

If the institution you have chosen is not on this list, it will not be possible for you to study there as a foreign student. Note that the Ministère does not refund processing fees for an application for temporary selection for studies, even in the case of a refusal.

To apply for temporary selection for studies, you must:

Important: The Ministère de l’Immigration, de la Francisation et de l’Intégration cannot, without your consent, unless permitted by law, release any personal information about you to anyone.

To authorize an individual to obtain information related to your application for temporary selection for studies, or to designate someone to represent you, you must complete and sign the appropriate authorization in the application for temporary selection for studies.

  • If you meet the prerequisites, a Certificat d'acceptation du Québec (CAQ - Québec Acceptance Certificate) for studies will be issued in your name. The CAQ is generally valid for the duration of your study program or your level of study up to a maximum of 49 months.

If your application is refused, you have the possibility of submitting a request for an administrative review.

  • NOTE: If you obtain a CAQ for studies for the fall semester and you postpone your arrival by one semester, you do not have to submit a new application for temporary selection for studies. For any other postponement, you must obtain a new CAQ for studies.
