Special conditions for French students

A special condition applies to students of French nationality. This does not apply to students with other nationalities who reside in France.

Health and hospitalization insurance

Health and hospitalization insurance is mandatory in order to pursue studies in Québec.

College and university level students

If you are a student of French nationality registered full-time in a teaching institution at the collegial (Cegep) or university level in Québec, you are not required to submit proof of health and hospitalization insurance when you submit your application for the Certificat d’acceptation du Québec (CAQ) for your studies. As a student or "coopérant", you are presumed to benefit from the memorandum of understanding on social security between France and Québec.

To benefit from the health and hospitalization insurance plan, as well as the prescription drug insurance plan, you must register with the Régie de l’assurance maladie du Québec (RAMQ) as soon as possible after your arrival and submit the following documents:

  • the registration letter for full-time studies from the educational institution you will be attending
  • your CAQ for studies
  • your French passport
  • the SE-401-Q-102 form, duly completed, if you are a regular full-time student in a college or university
  • the SE-401-Q-106 form if you are participating in an exchange program.

You can obtain these forms from the Caisse primaire d'assurance maladie (CPAM) (the primary health insurance fund) serving your area of residence, or from Student Union of the teaching institution you attend.

Preschool, elementary and high school students

Students in preschool, elementary and high school must prove that they or their parents have at their disposal sufficient financial resources to purchase a private health and hospitalization insurance in Québec, or prove that they are already covered by an adequate health and hospitalization insurance plan.
