Submitting a collective sponsorship application

Intake of undertaking applications from groups of 2 to 5 natural persons

June 16, 2021 - The submission of applications under the Program for Refugees Abroad (Collective sponsorship) has now ended. You can no longer submit your application. Over 750 applications admissible for the random draw were submitted to the Ministère during the submission period from April 6 to May 5, 2021.

The random draw has been held on June 9, 2021. The spokespersons for all of the groups whose application was randomly drawn received a message to this effect via their Arrima account. The Ministère only contacted the spokespersons for the groups whose application was randomly drawn. If, on June 17, 2021, the spokesperson for your group has not received a message via their Arrima account, it means that your group’s application was not randomly drawn.


The Ministère has provided for a two-step process for submitting undertaking applications with two forms and the required documents.

Each group of 2 to 5 natural persons (Group) must designate a spokesperson chosen from among its members to communicate on its behalf with the Ministère.

Each member of the Group must respect all the conditions of the Program for Refugees Abroad (Collective Sponsorship).

Step 1: Submission of undertaking applications - Closed

The first step took place from April 6 to May 5, 2021. You can no longer submit your application. The information presented in this step is for your information only.

The first step was to send your undertaking application by completing the Step 1 undertaking application form A-0546-BF (in French only), and uploading it to the Arrima platform accompanied by all the required documents, between April 6 and May 5, 2021.

Admissibility rules for undertaking applications

For your application to be admissible, it must:

  • be submitted to the Ministère between April 6 and May 5, 2021, via the Arrima platform;
  • be submitted to the Ministère by a group of 2 to 5 natural persons;
  • be submitted to the Ministère by a group of 2 to 5 natural persons who have not submitted more than two applications to the Ministère;
  • be submitted to the Ministère by a group of 2 to 5 natural persons, each member of which is not part of more than one group having sent one or two applications to the Ministère;
  • be submitted to the Ministère with one application per send.

 
Exclusion rules for undertaking applications

An application that does not meet the conditions set out in ministerial order number 2020-004 is not admissible and is excluded from the Intake 2020-2021 of undertaking applications exercise. This will exclude any application that:

  • is submitted before April 6 or after May 5, 2021;
  • is submitted by a group of natural persons consisting of less than two natural persons or more than five natural persons;
  • is submitted by a means other than the Arrima platform;
  • is submitted by a group of natural persons who submits more than two undertaking applications;
  • is submitted by a group of natural persons of which at least one person belongs to more than one group that submits an application;
  • is submitted in a send that contains more than one undertaking application, for example if several undertaking application forms are scanned in a single PDF document that is submitted in Arrima.

 
In addition, all applications from all groups will be excluded if:

  • they submit more than two undertaking applications;
  • at least one member is also part of another group that has sent at least one undertaking application.

Likewise, any submitted application that does not demonstrate proof of compliance with the above conditions will also be excluded. It is therefore the responsibility of your Group to send a complete application and legible documents.

Required documents

For each member of the group, it is required to provide a copy of one of the following identity documents:

  • Quebec health insurance card
  • Canadian passport
  • Canadian citizenship card
  • Canadian permanent resident card
  • Driver's licence issued in Canada

 
The identity document provided for each member of the group must demonstrate that they are natural persons.

Details and warnings

We recommend that you complete the form on screen and print it out afterwards. If you are completing the form by hand, you will need to write in block letters in blue or black ink. Illegible handwriting could render your application inadmissible.

You have until May 5, 2021, to modify and submit your application. After May 5, 2021, no addition or substitution of members of your group of 2 to 5 natural persons will be accepted.

Ensure that Step 1 of your application is complete, that you have dated and signed the form, and that you keep all the documents you send to the Ministère.

The Ministère may ask you to send the original documents, if it deems it appropriate.

When submitting your application in Arrima, a confirmation that your documents were successfully sent will appear on the screen. You can consult a summary of the documents you submitted in your Arrima file.

We remind you that any application that does not comply with the admissibility rules for undertaking applications within the meaning of ministerial order number 2020-004 will be excluded from the Intake 2020-2021 of undertaking applications exercise.

Step 2: Random draw and presentation of undertaking applications

More than 750 admissible undertaking applications were submitted to the Ministère between April 6 and May 5, 2021. A random draw under the supervision of an external auditor and in the presence of witnesses will be held on June 9, 2021. Among these applications, the Ministère will receive a maximum of 750.

Any application that is not submitted in accordance with Step 1 is not admissible and is excluded from the draw.

If an application sent by your Group in Step 1 is randomly drawn by the Ministère, you will receive a communication in your Arrima account asking you to submit your undertaking application. To submit your undertaking application, you must complete the Step 2 undertaking application form (A‑0546‑KF), accompany it with all the required documents, and submit it via the Arrima platform. The link to download this form will be sent to you in your Arrima account.

You must submit the same application to the Ministère as the one deemed admissible at the first step, that is, it must be in favour of the same principal sponsored person.

The Ministère will only communicate with groups of 2 to 5 natural persons whose applications were randomly drawn.

Submitting your application via the Arrima platform

In Step 1 and Step 2, to submit the form and the required documents to the Ministère, the spokesperson for the group must:

  • have an online account on the Arrima platform;
  • scan all parts of the duly completed form, ensuring that it is read and signed by each member of their Group;
  • collect and scan all required documents;
  • upload the duly completed and signed form with the required documents in Arrima;
  • submit the application in the Arrima platform within the prescribed time limits.
