Submitting a collective sponsorship application

Since January 27, 2017, the Ministère is no longer receiving new sponsorship applications.

, for whom a sponsorship application was submitted in January 2017, will likely not arrive in Québec before 2019, and possibly even later.


You meet the requirements and want to submit a collective sponsorship application? The steps to follow are:

  1. First read the guide Parrainage collectif des personnes en situation particulière de détresse (PDF, 205 Kb).

  2. Then fill out the undertaking form and all the other required forms, depending on the composition of your group:
    - Group of two to five persons (Instructions and forms)
    - Non-profit legal person (Instructions and forms)
    - Group consisting of a Québec resident and a non-profit legal person (joint undertaking formula) (Instructions and forms)

    You must declare all of the following information in your sponsorship application:

    - all members of the immediate family of the person you are sponsoring (spouse and dependent children), even if they are not accompanying the sponsored person
    - members of the sponsored person’s immediate family (spouse and children) who are missing, if you do not have confirmation that they are deceased.

    When signing a sponsorship undertaking, you must avoid separating extended family members who live together and who are interdependent emotionally or financially. You must assess the family situation as a whole and, if applicable, sign distinct sponsorship undertakings to sponsor all the members of the family unit.

  3. Assemble all the documents required that correspond to your group composition:
    - Group of two to five persons (List of documents to be included)
    - Non-profit legal person (List of documents to be included)
    - Group consisting of a Québec resident and a non-profit legal person (joint undertaking formula) (List of documents to be included).

    For your application to be deemed complete and admissible, you must also include the Application for Permanent Residence in Canada for the person or persons your are sponsoring. The instruction guide and the forms (IMM 6000 kit) are available on the website of Immigration, Refugees and Citizenship Canada.


  5. Send all required documents to the Ministère postal address attention of Direction de l'enregistrement et de l'évaluation comparative.

Once you have submitted the sponsorship application, you must inform us of any change in the sponsored person’s family situation (for example, the birth of a child, his or her marriage, or the marriage of one of his or her children). To make a change or to obtain information about your file, please contact the Centre de contacts clientèle (Information service).



The next steps

  • If your sponsorship application is approved, you will receive a copy by mail of your accepted undertaking agreement. The sponsored person’s file will be sent to the relevant Canadian visa office in order to initiate the assessment abroad of your sponsored person’s candidacy.   • If your sponsorship application is refused, you will be notified in writing.


IMPORTANT: The acceptance of an undertaking does not automatically guarantee that a CSQ or a permanent resident visa will be issued to the person you are sponsoring. These are two separate procedures. In addition, once the sponsorship application has been accepted, a significant wait time is to be expected before the sponsored candidate is called to an interview.
