Notice to individuals in the process of adopting a Chinese child

If you have begun the process of adopting a Chinese child, Ministère l’Immigration, de la Diversité et de l’Inclusion has a procedure in place to allow you to obtain a Certificat de sélection (CSQ – Québec Selection Certificate) for the child before you leave for China.

  • If you have received a letter confirming the admissibility of your sponsorship application from Citizenship and Immigration Canada

AND

  • If you have accepted a proposal to adopt a child from China (i.e., Secrétariat à l’adoption internationale has signed the “Letter Seeking Confirmation” issued by the Chinese authorities),

you must obtain Kit A of the undertaking application, complete the forms it contains and include the required documents with your application. To ensure that the forms are completed correctly, please consult the Guide du garant – Regroupement familial D-0503-FR (in French only - PDF, 134 kB).

You must then return the duly completed and signed forms and your documents (see Documents à soumettre à l’appui de la demande d’engagement A-1520-BF (in French only - PDF, 217 ko)) to Direction de l'immigration familiale et humanitaire.

Upon receipt of the complete application, the Ministère will start processing your undertaking application. As soon as Secrétariat à l’adoption internationale has issued the letter of non-opposition and sent it to us, the Ministère will issue your child’s CSQ.
