Attestation of learning about democratic values and the Québec values expressed by the Charter of Human Rights and Freedoms

As of January 1, 2020, you will be required to obtain an attestation of learning about democratic values and the Québec values expressed by the Charter of Human Rights and Freedoms in support of your permanent selection application.

This new condition applies to all new permanent selection applications submitted under one of the following economic immigration programs:

  • the Programme régulier des travailleurs qualifiés (Regular Skilled Worker Program)
  • the Programme de l’expérience québécoise (Québec Experience Program)
  • the Programme des entrepreneurs (Entrepreneur Program)
  • the Programme des travailleurs autonomes (Self-Employed Worker Program)
  • the Programme des investisseurs (Investor Program)

All applicants included in your permanent selection application will be required to obtain an attestation of learning about democratic values and Québec values. Dependent children under age 18 and persons with a physical or intellectual disability that prevents them from obtaining the attestation are exempt from this condition.

The requirement to obtain the attestation of learning about democratic values and Québec values does not apply to permanent selection applications submitted before January 1, 2020.

To obtain the attestation, you must successfully complete the online assessment or participate in an Objectif Intégration information session in Québec. Once you obtain the attestation, it is valid for two years.

The conditions for obtaining the attestation will vary depending on your status in Québec.
