Application for Selection Certificate and appendices – Entrepreneurs or Self-Employed Workers

Be sure to consult the immigration rules and procedures. entered into effect on April 1, 2015. Before submitting your application, it is important to read the information regarding the application intake periods for a Certificat de sélection du Québec.

Modifications have been made to the List of areas of training; they entered into effect on November 1, 2019.

Carefully follow the instructions provided when filling out your application. The application must include the duly completed and signed form, all required documents and payment of the required fees (in Canadian funds only), otherwise it will be returned to the applicant without being processed.


To apply for permanent selection, you must submit the following documents:


  • Depending on your field of activity, you may have to contact the regulatory body governing the practise of your profession or trade. In some cases, you may begin procedures to have your training or diploma recognized from abroad.

Change in your family situation

If you make changes to your application due to a change in your family situation (a new child or spouse, for example), you must submit an updated form in relation to your permanent selection application under the Entrepreneur Program or the Self-Employed Worker Program, duly completed, if applicable, by your spouse or de facto spouse who is accompanying you, with all the required documents and supporting documents.

You must also submit a certified copy of the original marriage or birth certificate or, in the case of a common-law union, proof that you have been living together for at least 12 months.


Do not forget to include the following documents:

  • all required declarations
  • all the supporting documents required according to your territory and your situation
  • Payment covering the fees required for reviewing your application


Applications from entrepreneur or self-employed worker candidates must be sent by courier, to the Direction de l'enregistrement et de l'évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person will not be accepted.

Processing times will vary according to territory, volume of applications and staff available.

Since the files are strictly confidential, no information is given out over the telephone. Applicants are informed of the progress of their file by mail or by fax.



  • To request a change to your application for a selection certificate or that of your spouse, complete the Change to an application for a selection certificate (Dynamic PDF, 82 Kb) form and return it to us along with the necessary documents within 30 days after the change.
  • If you are an entrepreneur or a self-employed worker, you must also pay a fee for adding a person to your application for a selection certificate.

  • Before submitting an official immigration application, familiarize yourself with the typical procedure for businesspeople. It will provide you with an overview of the procedures to follow to achieve your immigration goals.
  • Make sure you enclose all the required documents with your application. For more information, see Understand the selection process.

Downloading, printing and saving forms

  • To view or print PDF files, you must download the Adobe Reader program (version 6.0 or higher) available for free on the Adobe website.
  • You can complete on line the forms marked "dynamic." Print, sign and send them by courier.
  • It is possible to save the dynamic PDF form using Acrobat Reader (version 6.0 or higher) and a minimal version of Windows XP. To save, click on the "Save" button on the Acrobat Reader toolbar.


IMPORTANT: In accordance with the legislation currently in force, every person must, if applicable and under penalty of the application being rejected, answer questions from an immigration officer, including during an interview, and submit all documents required by the Ministère to verify the accuracy of the information provided in the application.
