2. Why do I have to complete different procedures with the Québec government and the Canadian government?

The Québec and Canadian governments share jurisdiction with respect to immigration. Based on a set of criteria, Québec selects workers who are interested in settling on its territory. The candidates selected receive a Certificat de sélection du Québec (CSQ – Québec Selection Certificate), the official immigration document issued by the Québec government.

To be admitted, selected candidates must apply for permanent residence and successfully pass, along with their family members, the medical examination and required security checks.
You can find all the details in the section Permanent workers – Difference between the selection and admission of workers.
