Immigration rules and procedures

The rules governing the intake and processing of applications for a certificat de sélection du Québec pertain to applications submitted by economic immigration candidates (permanent workers, investors, entrepreneurs and self-employed workers).

The rules regarding the maximum number of applications that are received by the Ministère do not in any way reflect a change in Québec’s immigration objectives (in French, 219 Kb). By limiting the number of applications received, the Ministère is able to process a greater number of pending applications and reduce processing times.

* If you have advanced intermediate knowledge of French demonstrated by a standardized test recognized by the Ministère, your application is not subject to these rules and you can submit your application at any time until March 31, 2017.

** A maximum of 1330 applications from foreign nationals from the People’s Republic of China, including the administrative regions of Hong Kong and Macao, will be accepted.

*** You can submit your application at any time if you are in one or the other of the situations specified in the Permanent workers section.

Permanent workers

The use of the Mon projet Québec secure space isnow mandatory for anyone submitting an application for a certificat de sélection du Québec (Québec selection certificate) under the Regular Skilled Worker Program.

Maximum number of applications

The intake of applications presented under the Regular Skilled Worker Program is postponed until the end of spring 2016.

Accordingly, applicants who have already created their Mon projet Québec account may submit their application between June 13 and 20, 2016. The maximum number of applications to be received during this period will be raised to 5,000.

When this number is reached, applicants who do not have an account may create one with a view to the next intake period. During this second period, the dates of which will be established later, the Ministère will also receive 5,000 applications.

Applicants who have a job offer validated by the Ministère or who are temporary residents in Québec and authorized to present an application for a certificat de sélection du Québec may do so at any time. Those who already have an account may submit their application online, while those without an account are asked to call 514-864-9191. A customer service agent will tell them what steps to take.

Applicants who wish to present an application under the Programme de l’expérience québécoise (Québec experience program) must follow the instructions provided and access the corresponding forms on the page Applying for a certificat de sélection du Québec.


Priority processing

The following applications will receive priority processing:

  • applications submitted under the Programme de l’expérience québéboise (PEQ - Québec experience program);
  • applications that include a valid employment offer;
  • applications from candidates who earned points under the factor Area of training.

Investors

The maximum number of applications for a certificat de sélection du Québec that can be received under the Investor Program is 1900. Applications that exceed this limit will be returned.

Investor applicants who demonstrate, by means of a test recognized by the Ministère, that they have an advanced intermediate knowledge of French, are not subject to this maximum number of applications and can submit their application at any time. These applications will receive priority processing.

Applications must be sent by mail or courier, to the Direction du courrier, de l’encaissement et de l'évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person will not be accepted.

Entrepreneurs

Maximum number of applications

The maximum number of 50 applications for a Certificat de sélection du Québec that can be received under the Entrepreneur Program has been reached.  Therefore, applications can no longer be submitted under this program at this time. Applications above this limit will be returned to applicants.

However, entrepreneur applicants who demonstrate, by means of a test recognized by the Ministère, that they have an advanced intermediate knowledge of French, are not subject to this maximum number of applications and can submit their application at any time. These applications will receive priority processing.

Applications must be sent by mail or courier, to the Direction du courrier, de l’encaissement et de l'évaluation comparative, in Montréal. Only one application can be sent at a time. Applications dropped off in person will not be accepted.

Self-employed workers
