Three pilot programs to meet the specific needs of Québec’s job market

Montréal, March 3, 2021 – Today, the Minister of International Relations and La Francophonie and Minister of Immigration, Francization and Integration, Nadine Girault, announced the publication in the Gazette officielle du Québec of the Regulation to make three permanent immigration pilot programs.

Three ministerial orders have also been published to determine the intake period and the number of immigration applications to be received under these permanent immigration pilot programs in 2021.

Attracting and retaining the labour force

These three pilot programs are designed to attract and retain people who have the skills to meet the needs of Québec’s job market.

The permanent immigration pilot program for workers in food processing will come into effect on March 24, 2021. The program offers a pathway to permanent immigration for temporary foreign workers who hold jobs that are admissible in the food processing sector.

The permanent immigration pilot program for orderlies will come into effect on March 31, 2021. The program will help respond to Québec’s critical labour shortage in this field. Selection certificates will also be issued to accompanying family members.

The permanent immigration pilot program for workers in the artificial intelligence (AI), information technologies and visual effects (IT/VE) sectors will come into effect on April 22, 2021. The program seeks to attract and retain international talent in these sectors. It is comprised of two streams: AI and IT/VE. The number of places available is equally distributed between these two streams.

A permanent immigration program allows for the selection each year of up to 550 people as well as their family members.
