Guidelines for the management of applications in the businesspeople category, effective since April 1, 2016

April 12, 2016 – New rules governing the maximum number of applications that are received by the Ministère have been effective since April 1, 2016, and will be applied until March 31, 2017. Note that the maximum number of applications that can be received pertains only to the Investor, Entrepreneur and Self-Employed Worker programs.

Consequently, for candidates who wish to submit an application under the Regular Skilled Worker Program, the same rules announced last February still apply. Note that the adoption of new rules does not affect Québec’s immigration objectives (in French, 219 Kb).

Investors

From May 30, 2016 to February 28, 2017, the Ministère will receive a maximum of 1900 applications for a selection certificate under the Investor Program, with a maximum of 1330 applications from foreign nationals from the People’s Republic of China, including the administrative regions of Hong Kong and Macao.

The rules governing applications that are not included in this maximum number, the order of priority of processing and the selection grid are all provided on the page Immigration rules and procedures.

Entrepreneurs and self-employed workers

From April 1, 2016 to March 31, 2017, the Ministère will receive a maximum of 50 applications for a selection certificate under the Entrepreneur Program and another 50 applications under the Self-Employed Worker Program. Applications that exceed this number will be returned.

The rules governing applications that are not included in this maximum number, the order of priority of processing and the selection grid are all provided on the page Immigration rules and procedures.

Lastly, please note that applications must be sent by regular mail or by courier, with only one application per mailing, to the Direction du courrier, de l’encaissement et de l’évaluation comparative, in Montréal (for all territories). Applications submitted in person will not be accepted.
