When and where to submit the application

The application for a Certificat de sélection du Québec (CSQ – Québec selection certificate) under the regular selection programs for skilled workers is normally done from abroad.

However, you may submit a CSQ application in Québec at any time during your stay as a temporary worker, if you satisfy the following conditions:

  • you are staying in Québec principally to work here and you hold a Certificat d’acceptation du Québec (CAQ – Québec acceptance certificate) for temporary work and a valid work permit unless you are exempted by regulation;

    OR
  • you hold a work permit in the framework of a youth exchange program and you currently have a full-time job;

    AND
  • you comply with all the conditions of your work permit and, if applicable, of your CAQ (a CAQ is not required for participants in a youth exchange program and for certain categories of temporary workers);
  • you were legally admitted to Québec for a period of at least one year or for consecutive periods totaling at least one year.

Before submitting your application, it is important to read the immigration rules and procedures and the information regarding application intake periods for a Certificat de sélection du Québec.

If you meet the conditions allowing you to submit an application for a CSQ in Québec under the Regular Skilled Worker Program, and you wish to submit an application for a Certificat de sélection du Québec, you must create an account in the Mon projet Québec section and complete an application for a selection certificate online.
