Agricultural worker from Mexico and the Caribbean countries under the Seasonal Agricultural Worker Program (SAWP)

You must follow these two steps.

2 important steps

  1. You must find an employer in Québec who wishes to hire you temporarily.

    Your future employer must follow certain steps. He or she must go to a Centre d’emploi agricole (agricultural employment centre) to:

    – complete the Application for a Labour Market Opinion – Seasonal Agricultural Worker Program (EMP5389E);
    – complete the Application Fact Sheet (2011) – Seasonal Agricultural Worker Program (SAWP) (Mexico, Caribbean countries);
     complete Service Canada’s 2011 human resource planning form;
    – complete the Self-declaration by the employer – For temporary work;
    – complete the Federal government’s model work contract for the country in question;
    – submit a copy of the map to the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation du Québec;
    – pay the required fees for reviewing the Application for Certificate of acceptance (CAQ) for temporary work, unless you are exempted from the obligation to obtain a CAQ.

    Note: The Centre d’emploi agricole (agricultural employment centre) will send you all of these documents as well as information on the fees required by the Ministère de l'Immigration et des Communautés culturelles (MICC) to process the application.

  1. If the application submitted by your employer is accepted by Service Canada and the MICC, you must apply to the Government of Canada for a work permit. For more information about this, visit Citizenship and Immigration Canada’s website.

    If applicable, you (as well as every member of your family) must meet the Government of Canada’s health and security requirements to obtain a work permit. If a medical examination is required, it must be performed by a physician designated by Citizenship and Immigration Canada and fees are applicable.

    Note: You must make sure to have the authorization letter issued by the Canadian visa office before purchasing your plane ticket. The work permit is issued to foreign workers when they present the authorization letter upon arrival at a Canadian point of entry.
