Ethical recruitment

Get informed before finding a job in Québec!

  • Agencies that recruit temporary foreign workers abroad on behalf of Québec employers must hold a Québec permit to carry out their activities and must comply with certain obligations.
  • An employer or a recruitment agency is prohibited from charging workers recruitment fees, except those authorized by a Canadian government program. This is essentially the immigration fee.
  • A recruitment agency cannot require a temporary foreign worker to entrust it with keeping personal documents or property belonging to them.
  • There are also other channels for accessing job offers. In addition to the Journées Québec, Québec businesses can contact national employment agencies directly to publish their offers. The websites of the official Ministère de l'Immigration, de la Francisation et de l'Intégration partners post job offers for which you can apply. Avoid recruitment websites for the Québec or Canadian job market, as these offers are not intended for foreign workers.

Here are some best practice suggestions to ensure compliance with a hiring or immigration process:

  • Check the origin of the job offer.
  • Check if the recruitment agency has a recruitment agency licence.
  • Get the information from the right place, either on the websites or social networks of the Government of Quebec and the Government of Canada.
  • Know your rights as a temporary foreign worker.
  • If in doubt, do not hesitate to Contact us.
