When and where to submit the application (regular program for skilled workers)The application for a Certificat de sélection du Québec (CSQ – Québec selection certificate) is normally done from abroad. However, under certain conditions, this application can be made while staying temporarily in Québec as a foreign student. Submitting an application for a CSQ as a skilled worker signifies that your short term plan is to enter the Québec labour market. If you wish to continue your studies following your current study program, at a higher level for example, you must postpone your plan for permanent immigration.
