Appealing a refusal of an Application for a Québec Acceptance Certificate for studiesIf your Application for a Québec Acceptance Certificate (CAQ) for studies is refused, you have two possible recourses. You can appeal the decision or request a review. Please note that the response to either recourse option may take several days or weeks. Appealing a refusalYou may present a written appeal if you have serious reasons to believe that the refusal is unfounded. The letter of appeal must specify the motives for your appeal and must be received within 90 days of the date of refusal. Your appeal must be sent to the following address:
The response to an appeal may take up to 20 business days. The response may be to maintain the refusal or to issue a CAQ for studies. Request for an administrative reviewIf your appeal is denied, an administrative review may also be requested. The letter requesting a review must specify the motives for your request for a review and must be received within 90 days of the date of refusal of the application for a CAQ (the same timeframe for appealing a decision).
