Québec fully endorses the principle of international solidarity as well as the objectives of the international conventions providing for the protection of refugees. Humanitarian immigration occupies a particularly important place in Québec.

Are you a refugee?

A typical immigration procedure is proposed to facilitate your arrival or integration into Québec society. First, using the descriptions as a guide, choose the section that applies to you.

• Are you being assisted by the Gouvernement du Québec? Have you been recognized by Canada as either a Convention Refugee Abroad, or a member of the Source Country Class? See the section Government-assisted refugee selected abroad by Québec.
• Have you been recognized overseas as being a Convention Refugee Abroad or a member of the Country of Asylum Class or the Source Country Class and has a group of individuals or an organization undertaken a sponsorship on your behalf? See the section Sponsored refugee.

• Have you been recognized as a refugee or a person in need of protection following an application for asylum filed within Canada? See the section Refugee recognized in Canada.

Are you interested in the collective sponsorship of a refugee?

You belong to a group of individuals or an organization interested in sponsoring a refugee. Find out about the requirements and procedures for sponsoring a refugee.

Is your application for permanent residence being processed from within Canada?

Normally, an application to immigrate must be filed abroad. However, in exceptional circumstances, usually involving humanitarian considerations, certain individuals are authorized to file their immigration application from within Canada. These people are subject to the Québec selection process. To learn more.
