Collective sponsorship

Québec’s collective sponsorship program, distinct from the federal program, complements the government’s efforts to support refugees through its government-assisted refugee program. The collective sponsorship program allows groups of Québec residents or non-profit organizations to concretely express their solidarity with people living in a distressful situation abroad by undertaking to facilitate their integration and provide for their needs for a period of one year. These persons must be recognized abroad by the federal government as belonging to one of the following categories: Convention Refugee Abroad or Country of Asylum Class.

Québec’s collective sponsorship program also provides for the selection abroad of persons falling under section 18 c) iii) of the Regulation respecting the selection of foreign nationals, who do not belong to any of the above categories, but who are in a distressful situation owing to the fact that their physical safety is threatened by risk of imprisonment, torture or death if prevented to come to Québec.
