Collective sponsorship

Following Operation Welcome Syrian Refugees and the many sponsorship applications received during the course of 2016, it is no longer possible to submit a new undertaking application, regardless of the origin of the person you wish to sponsor.

Persons awaiting arrival and processing times

Some 19 000 sponsored refugees are currently waiting to arrive in Québec, including approximately 9500 people whose applications are being processed by the Ministère.

The Ministère’s current processing time is approximately 5 months. We process all undertaking applications in the same manner, whether they are for Syrian refugees or refugees from other countries.

The federal government’s processing time must be added to this timeframe.

The timeframe for sponsored refugees to arrive in Québec depends on various factors, such as:

  • processing times at Canadian visa offices
  • verifications carried out by the federal government with regard to refugee status, health and security
  • inventories
  • admission targets

For example, most Syrian refugees who arrive in April 2017 submitted their sponsorship applications in January 2016.

Given the inventory, the arrival of sponsored refugees whose files are currently being processed will extend up until 2021.

Government assessment of the welcome of Syrian refugees

Operation Welcome Syrian Refugees was a first for Québec. Never before were such a large number of refugees received in such a short period of time.

What is the Ministère’s assessment of this operation today? What lessons can be learned in order to improve both the immigration and integration processes of sponsored refugees?

To draw up an assessment, the Ministère held consultations with all of the players who participated in the operation as well as with sponsored refugees and sponsoring families. It also held two consultation days on the welcome of Syrian refugees. During this event, which brought together some 100 people representing different partners and milieus, players were able to express their views on how to improve the programmes related to humanitarian immigration. Following all of these consultations, the Ministère produced a summary (in French, PDF, 50 Kb) of its assessment.
