Completing and sending in the official immigration application

Following a decision by the governmentdecision published in the Gazette officielle du Québec on March 27, 2013, the Ministère de l’Immigration et des Communautés culturelles is renewing its rules relating to the intake of applications according to immigration class.

To find out if you can submit an application for a selection certificate, consult the page Intake of applications.

Please note that the Ministère is applying new rules for the intake of applications for the Québec Selection Certificate (CSQ). From now on, several verifications will have to be done before a file can be opened. In this context, the Ministère has suspended its 30-day commitment to send a letter confirming that a new file has been opened.

If your file meets the conditions for submitting an application, a letter confirming that your file has been opened will be sent to you within 4 to 6 months.

IMPORTANT

- Carefully follow the instructions provided when filling out your application.

- The application must include the form, duly completed and signed, all necessary documents, and payment of the required fees (in Canadian currency only), otherwise it will be returned to the applicant without being processed. You must send us all documents in a single mailing. Any documents sent after that will be returned to you.

To make an official immigration application, applicants who submit an application in the Investor subclass must complete the Application for a Selection Certificate − Investor (Dynamic PDF, 793 Kb). If your spouse, including de facto spouse, is accompanying you, he or she must complete the appropriate section of this form.

Applicants who submit an application in the Entrepreneur and Self-Employed Worker subclass must complete the Application for Selection Certificate – Entrepreneur of self-employed worker (PDF, 720 Kb) and the Contract respecting financial self-sufficiency. If your spouse or de facto spouse is accompanying you, he or she must also complete an Application for a Selection Certificate. The spouse or de facto spouse must always indicate his or her name at birth.

The principal applicant in one of those two subclasses must also complete the appropriate appendix
:

  • your narrative document and, where applicable, that of your accompanying spouse or de facto spouse
  • all required declarations

  • the payment covering fees for examining your file.

For businesspeople, applications must be submitted or mailed to one of the two following offices: the Bureau d'immigration du Québec in Hong Kong (countries covered) or the Service aux gens d’affaires in Montréal (for the other countries).
