Procedure for submitting your application

Before proceeding any further

A processing fee is charged when you submit an official immigration application (Application for a Selection Certificate). We therefore recommend that you evaluate online your chances of being selected by Québec before submitting an application. This online service is simple, quick and provides an immediate answer free of charge!

If you receive a positive answer, you will be able to submit your official immigration application.

IMPORTANT

The application must include the form, duly completed and signed, all necessary documents, and payment of the required fees (in Canadian currency only), otherwise it will be returned to the applicant without being processed.

The application must be mailed to one of our Québec immigration offices abroad serving your country.

  1. Complete the Application for a Selection Certificate (Dynamic PDF, 269 Kb) and the Contract respecting financial self-sufficiency by following the instructions provided.

If your spouse is accompanying you, he or she must complete a copy of the Application for a Selection Certificate. The wife must always indicate her name at birth.

Gather together and enclose all of the following:

    - your Application for a Selection Certificate duly completed and, if applicable, that of your spouse
    - your Contract respecting financial self-sufficiency
    - all the appendices duly completed
    - all required supporting documents
    - full payment of the required fees (in Canadian currency only) for the processing of your application

  2. For the list of the Forms and documents to enclose with your official immigration application (appendices and supporting documents) as well as the payment methods, go to the section dedicated to the immigration office serving your country. Simply select the country where you legally reside:

Note: Foreign students and temporary workers residing in Canada must select “Québec (Canada)” in the list.

  3.   PRACTICAL ADVICE
Bookmark the home page of the office serving your country in order to be able to access it quickly when you are preparing your application.

  4. You must send all of the documents to the office serving your country.

To find out about processing times, consult the section Permanent workers – Processing times.

IMPORTANT
If we do not receive the form duly completed and signed, the necessary official documents (appendices, declarations, etc.) and full payment (in Canadian currency only) of the required fees, your application will be returned to you without being processed.

The information provided must be accurate and verifiable. Inaccurate or imprecise information could lead to the rejection of your application at some point in the selection process.
Moreover, the points attributed to the selection factors and criteria are re-evaluated during each regulatory step of the application processing procedure, particularly if:
- your personal situation changes (change of marital status, for example)
- changes are made to the List of areas of training
If additional documents are required in order to review your file, you will be given 60 days to submit them. This period is calculated based on the date of the notice of receipt specifying the missing documents. If the office does not receive all of the documents within this timeframe, your application will be refused.
