Obtaining an Évaluation comparative des études effectuées hors du Québec

The Évaluation comparative des études effectuées hors du Québec (comparative evaluation for studies done outside Québec) is a document that provides a general comparison between studies done outside Québec and the Québec educational system (PDF, 99 Kb) and its main diplomas (or educational benchmarks). This is neither a diploma nor the equivalent of a diploma. It is an expert opinion, issued for reference purposes only, and in no way does it bind employers, regulatory bodies or educational institutions who are free to evaluate your training according to their own methods and criteria.

  IMPORTANT NOTICE  

File processing time
Due to the increased volume of applications for an Évaluation comparative des études effectuées hors du Québec, the Ministère de l’Immigration et des Communautés culturelles is currently unable to fulfill its commitment set out in its Declaration of Services to the Public and to process files within 45 working days (which excludes weekends and holidays).

 
     

 

On the week of March 8, 2010, the Ministère de l’Immigration et des Communautés culturelles started processing applications submitted on the week of November 2, 2009. Decisions regarding these applications should be communicated within 45 working days as of May 11, 2010 on condition that the applications are complete and do not require any additional research.  

Note:

  • Our processing times are updated every two weeks and apply regardless of where the application was submitted.
  • The Ministère de l’Immigration et des Communautés culturelles is currently finalizing the processing of applications submitted on the week of August 31, 2009. Therefore, it serves no purpose to contact the Ministère to obtain information on applications submitted after this date. For files submitted prior to this date, please consult the table Tracking of processing times for applications (PDF, 40 Kb).
  • Incomplete files are set aside until the missing documents are received.
  • It is impossible to specify the length of time needed to process complex files that require a search for information outside Québec or to guarantee that an Évaluation comparative will be issued.

Mailing or delivering an application

You must mail or deliver your application for an Évaluation comparative to the office of the Ministère (PDF, 100 Kb) located near your place of residence.

Given the time required to open a file and the number of clients, the Ministère recommends that its clients arrive at least one hour before closing times, namely, before 11:00 in the morning (since the office closes between noon and 01:00 p.m.) and before 03:30 in the afternoon.

Do you really need an Évaluation comparative?

The Évaluation comparative des études effectuées hors du Québec is not always required. To avoid unnecessary delays, please verify if you really require this document:

  • Looking for a job
    Make sure your prospective employer requires one. In general, an Évaluation comparative is not required when applying for a job.
  • Construction trades
    Check with the Commission de la construction du Québec to determine if an Évaluation comparative is required.
  • Applying to a professional order
    Verify if the order requires an Évaluation comparative; this could save you money and unnecessary proceedings.
  • Pursuing your education
    Verify if the educational institution requires an Évaluation comparative.

 

An Évaluation comparative is required to:

  • submit an application to the Ministère de l’Éducation, du Loisir et du Sport in order to obtain a permit to teach in Québec in an institution that offers preschool, primary or general secondary education programs, vocational education or adult education;
  • apply for a job in the municipal, provincial or federal government. (Note that for Québec government jobs, the notice of receipt of your application for an Évaluation comparative can be submitted with your offer of services while you are waiting to get and submit the Évaluation comparative;
  • apply for financial assistance from La Financière agricole du Québec.
