List of forms and documents to enclose with your official immigration application
IMPORTANT :
– The application must include the form, duly completed and signed, all necessary documents, and payment of the required fees (in Canadian currency only), otherwise it will be returned to the applicant without being processed.
– The application must be submitted or mailed to the Bureau d'immigration du Québec in Vienna (Québec
immigration office).
Please note that due to the rising number of applications we have received, the time required to send you the letter confirming the opening of your file may exceed the usual period of 30 working days. The ministère will send you the said letter as soon as your file is opened.
The documents must be presented in the following order:
1. Application for a Québec Selection Certificate
2. Payment of fees required
3. Required appendices
- Depending on your situation, enclose the following documents with your
application:
- De facto spouses must enclose official proof of marital cohabitation for a period of at least one year prior to submitting the application. This proof (certified true copy) could be a copy of an official identity document bearing your address (passport or identity card) for yourself and your spouse, an official cohabitation certificate (certificat de concubinage), a financial commitment (hypothecary credit, common account), common invoice (electricity, gas).
- For people who are living in a country under another nationality (for example, students), proof of admission to the country for a minimum of one year and a residence permit that is valid at the time when the application is submitted (see country where you legally reside).
4. Studies and training
- Include with your application photocopies certified by the institution that issued the original document or by the duly authorized legal authority of the originals and the official translations, in English or French, of the following documents:
- your diplomas and certificates (excluding those pertaining to
primary studies), and those of your spouse, if any;
- academic transcripts for your university studies;
- your official proof of employment (work record book (livret de travail) and employment certificate and proof of contributions to the social security system) for the last five years and those of your spouse, if any.
- If you are, or have been over the last five years, self-employed or practising a liberal or business profession, enclose:
- proof of your regular professional activities, including recent proof of your registration with the trade register (Registre de commerce);
- your last financial balance sheet and notices of assessment for the last five years;
- up-to-date proof of your membership in a professional order or a professional corporation, proof of contributions to the social insurance fund for self-employed workers or business people (for the last five years).
5. Other documents
- Enclose with your application:
- a photocopy of your curriculum vitæ (CV) and that of your
spouse; if any;
- stapled photocopies of identity pages from your valid passport and that
of each person accompanying you (with valid residence permits where
applicable);
- photocopies of your birth and marriage or divorce certificates,
and the birth certificates of each person accompanying you;
Note: If you plan to immigrate with the child from a previous union,
enclose a notarial act signed by the non-accompanying parent or the court
judgment
expressly authorizing the immigration to Québec of this child.
- If you are being represented by an immigration intermediary, include an original power of attorney signed by you and your intermediary. Indicate your personal contact information including your telephone number and email, in addition to your mailing address (or that of your representative).
6. Proficiency in French or English
- Evaluation of French proficiency
Skilled worker candidates (principal claimants and spouses) who wish to obtain points for their French proficiency must demonstrate this proficiency by enclosing with their immigration application the results of a French evaluation test issued by one of the two organizations recognized by the Ministère, specifically:
Candidates who choose to present a TEF or TCF must enclose the results of the oral comprehension test and the oral expression test. Note that written proficiency is not evaluated when applying for a Québec Selection Certificate.
The current list of TEF, TEFAQ, TCF, TCFQ, DELF and DALF accredited centres can be consulted on the respective websites of the Chambre de commerce et d’industrie de Paris and the Centre international d'études pédagogiques.

Evaluation of English proficiency
Skilled worker candidates (principle claimants only) who wish to obtain points for their English proficiency must demonstrate this proficiency by enclosing with their application the results of an English evaluation test recognized by the Ministère, namely the International English Language Testing System (IELTS).
The current list of IELTS accredited centres is available on the website of the International English Language Testing System.
For the purposes of evaluating the immigration application, points for language proficiency will now only be awarded as a function of the scores confirmed on the attestations of results submitted by the candidates.
Candidates who do not submit any language test results must specify this by marking the appropriate box on their Application for Selection Certificate.
Attestations of results must have been issued less than two years prior to the date the application is submitted.
7. Financial self-sufficiency
- Enclose the completed and signed Contract
respecting financial self-sufficiency with your application.
IMPORTANT: Upon your arrival in Québec, you must have sufficient
financial resources to meet your needs and the needs of all persons accompanying
you.
8. Family relationships in Québec
- If a member of your family resides in Québec (spouse,
de facto spouse, father, mother, son, daughter, brother, sister, grandfather
or grandmother),
enclose with your application:
- a copy of his or her permanent residence card, Canadian passport
or Canadian citizenship card;
- a copy of his or her latest notice of assessment for provincial income tax or copy of a property tax statement (in the case of an owner), or a copy of a lease (in the case of a tenant), including several recent invoices (Hydro-Québec, telephone, etc.);
- a copy of the document proving your kinship to this family member
(official family record book (livret de famille), etc.
IMPORTANT :
All copies requested (except those in Point 5) must be authenticated by
the institution which holds the original or by a legal authority duly authorized
to certify as true the copy of a document. The documents must be accompanied
by an official translation into French or English if they are in another
language. The originals must be available on request or be presented during
the interview, if any.
If you fail to send the copies and translations of all requested documents,
your application will be returned to you .
Downloading, printing and saving forms
- To view or print PDF files, you must download the Adobe Reader program (version 6.0 or higher) available for free on the Adobe website.
- You can complete on line the forms marked "dynamic." Print, sign and forward them by mail.
- It is possible to save the dynamic PDF form using Acrobat Reader (version 6.0 or higher) and a minimal version of Windows XP. To save, click on the "Save" button on the Acrobat Reader toolbar.
